Technical
Report: Action Plan for the Recovery of Sea Turtles of Venezuela
Venezuela has an extensive coastline with many suitable habitats for sea
turtles. Five species of sea turtles both nest and feed in the country, with the exception
of one, the olive ridley, which does not nest in Venezuela. All species are endangered,
the hawksbill turtle even critically so. Plan de Acción para la Recuperación de las
Tortugas Marinas de Venezuela (only in Spanish) is comprehensive action plan with the
objectives to summarize the biology of sea turtles, to describe their status and
distribution and to recommend research, management and conservation actions to promote
population recovery. The CEP Technical Report number 39 is available on the CEP web page (http://www.cep.unep.org) and as hard copy.

Evaluation of Caribbean
Experiences from the Caribbean Natural Resources Institute
The technical report of the Caribbean Natural Resources Institute (CANARI):
Evaluation of Caribbean Experiences in Participatory Planning and Management of Marine and
Coastal Resources, a document produced with the help of UNEP/CEP is now available.
Participatory approaches to natural resource planning and management have received
increased attention in recent years. However, even though arguments are compelling, there
is little documented evidence on the effectiveness of such approaches. This report reviews
and draws lessons from recent experiences in participatory planning and management of
marine and coastal resources in the Caribbean, and is a quite useful document for managers
in the region.
This report is now available from CANARI at the price of US$10. For further

A Reference Manual for
User-access Strategies
The US Man and the Biosphere Program has published a reference manual to help
MPA practitioners develop user-access strategies. "Alternative Access management
Strategies for Marine and Coastal Protected Areas: A Reference Manual for Their
Development and Assessment" offers a flowchart of the major components of managing
MPAs. Its not intended to be a comprehensive document, rather it should serve as a
quick-reference "cookbook" for managers interested in adapting its guidelines to
their own operational situations.

Two Publications of Training
Material Available as CD-ROMs
Now available are to multimedia publications of the SPAW
Programme of UNEP-CEP. One is MPA Training of Trainers Manual and the other is UNEP/USAID
Caribbean Environmental Network (CEN). The MPA Training of Trainers Manual is a training
course, which focuses on managers and other senior personnel associated with marine
protected areas (MPAs), and prepares those persons to conduct training sessions in marine
ecosystem/protected areas management. This is a means to enhance capacity for MPA
management within the region.
The CEN Project CD contains manuals for siting and design; solid
waste management; ICAM and sand dunes. The goal of this Project was
to improve environmental quality and coastal and marine natural resource protection in the
Wider Caribbean Region, by promoting the use of environmentally sound practices by the
tourism industry and reducing environmental impacts by tourism on coastal and marine
resources. The project was designed to focus on tourism, given the importance and scope of
the industry in the Wider Caribbean Region and the close linkages with various marine and
coastal habitats in the Caribbean.
