officials from around the Caribbean gathered in Kingston for the Ninth Intergovernmental Meeting (9}{\super th}{ IGM) on the Action Plan for the Caribbean Environment Programme and the Sixth Meeting of the Contracting Parties to the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region (the Cartagena Convention). The five-day meeting made sever al advancements for the protection and development of the marine environment of the Wider Caribbean Region, including the endorsement of an ambitious Workplan to implement the Cartagena Convention and the Action Plan. \par }\pard \widctlpar\adjustright { \par }\pard \qj\widctlpar\adjustright {The meeting brought together the 36 St ates and Territories of the Wider Caribbean Region that participate in the Caribbean Environment Programme (CEP). A record number of Observers from other regional environmental organisations, non-governmental and other governmental and international orga nisations also attended, indicating a serious regional interest in the outcome of the proceedings. \par }\pard \fi720\widctlpar\adjustright { \par }\pard \qj\widctlpar\adjustright {Mr. Jorge Illueca, Director of UNEP\rquote s Division of Environmental Conventions, represented the Executive Director of UNEP at the meeting. Klaus Toepfer, Assist ant Secretary-General of the United Nations and Executive Director of the United Nations Environment Programme, noted through a press release that, "this week\rquote s meeting will set the stage for regional co-operation on environment and sustainable development for the Caribbean in the 21}{\super st}{ century.\rdblquote Dr. Toepfer added further, "The concerns - environmental and economic - of the Caribbean States are a microcosm of the challenges facing all nations. As such, their sustainable development is of global importance . The sustainable development of these States is about much more than beaches and coral reefs, climate change and natural disasters. It requires the forging of effective partnerships between peoples and governments and with developed and developing coun tries." \par }\pard \fi720\widctlpar\adjustright { \par }\pard \qj\widctlpar\adjustright {The 9}{\super th}{ IGM noted the increased momentum of the Cartagena Convention through the addition of two new Contracting Parties, the adoption of the Protocol Concerning Pollution from Land-based Sources and Activities, and, the soon to enter into force, P rotocol Concerning Specially Protected Areas and Wildlife (SPAW). The implementation of the Cartagena Convention and its Protocols guided the development and endorsement of the Workplan and Budget for the 2000-2001 biennium, which through a combination o f training courses, pilot projects, and institutional capacity building, will keep the Secretariat to the CEP extremely busy. \par }\pard \fi720\widctlpar\adjustright { \par }\pard \qj\widctlpar\adjustright {The need for continued and increased funding for the UNEP Regional Co-ordinating Unit for the CEP (CAR/RCU) was hotly discussed, a s all present understand the critical role the UNEP Secretariat plays towards the implementation of the Cartagena Convention and the Action Plan. Governments renewed their commitments to meet the financial needs of the CEP through timely contributions to the Caribbean Trust Fund. \par In addition to the discussions of the Workplan and Budget, delegates applauded the establishment, on 1 January 2000, of the Regional Activity Centre (RAC) for the SPAW Sub-programme. The SPAW/RAC is now operating in Guadeloupe wi th funding from the Government of France. More details are available under the }{\b\f15\fs16 SPAW Update}{\f15 }{ below. In addition, following an offer from the Government of the Netherlands Antilles and institutional support from the International Maritime Organisation, the 9}{\super th}{ IGM agreed to institutionalise the Regional Marine Pollution Emergency, Information and Training Centre (REMPEITC-Carib) in Cura\'e7 ao as a RAC for the Oil Spill Protocol to the Cartagena Convention. The current institutional arrangements for REMPEITC-Ca rib will expire in June 2001 at which time the Centre will be converted to a RAC for CEP. This Workplan will pave the way towards ratification and entry into force of the Protocol to the Cartagena Convention Concerning Marine Pollution from Land-based Sources and Activities ; establishment of a Regional Activity Centre (RAC) for oil spill response and planning; negotiations toward another RAC on land-based pollution; and regional and national activities to provide for coastal planning, management and pollution control. \par }\pard\plain \qj\widctlpar\adjustright \lang2057\cgrid {\lang1033 }{Integr ating Management of Watersheds and Coastal Areas in Small Island Developing States of the Caribbean will be the second project of the CEP to be funded by the Global Environment Facility (GEF). In partnership with the Caribbean Environmental Health Instit u te and assistance from the Organization of American States, the AMEP Programme will begin development of water resource planning in 13 island states of the Wider Caribbean Region. The project kicked-off on 29-31 March 2000 at the first of three regional w orkshops. At that workshop, participating countries discussed their approaches to national reports and action plans to improve integrated management of coastal and freshwater resources. Following the first workshop, countries will begin development of their individual action plans, which will also feed into regional recommendations for action. The duration of this project is 18 months. \par }\pard\plain \s27\sa120\widctlpar\adjustright \lang2057\cgrid {\lang1033 \par }\pard\plain \qj\widctlpar\adjustright \lang2057\cgrid {Reducing Pesticide Run-off to the Caribbean Sea, under a Block B grant from the GEF is moving along in the Project De velopment phase. Colombia, Costa Rica Nicaragua and Panama have begun the development of their National Reports and Programmes of Action for the improved management of pesticides. The National Action Programmes are being developed using national commi ttees of stakeholders. The individual national action plans will be discussed in national workshops in mid-2000. \par }\pard\plain \s27\sa120\widctlpar\adjustright \lang2057\cgrid {\lang1033 \par }\pard \s27\qj\sa120\widctlpar\adjustright {\lang1033 Fund-raising proposals to the Swedish International Development Cooperation Agency and United States Environmental Protection Agency recently met with approval for the rehabilitation of coastal areas following hurricane Mitch. This project will focus on coastal watersheds in Central America that were adversely impacted by Mitch. Watersheds will be studied to review impacts and planning and m anagement decisions made to minimize damage by future disasters as well as help in the rebuilding process in the area. AMEP will soon be working with Central American countries on watershed identification. \par At the 9}{\lang1033\super th}{\lang1033 IGM, approval was given to establish a RAC for oil spills on the island of Cura\'e7 ao of The Netherlands Antilles. Currently operating under a Memorandum of Understanding (MOU) between the International Maritime Organization (IMO), the U.S. Coast Guard and the Governments of The Netherlands and T he Netherlands Antilles, the Regional Marine Pollution Emergency, Information and Training Centre (REMPEITC)-Carib, will be institutionalized as a RAC for the CEP in June 2001 when the current MOU expires. This RAC, to be the second of two RACs of CEP (t h e first having been established for the SPAW Programme on the island of Guadeloupe), will ensure the continuing regional presence of senior pollution control experts to provide technical assistance and training for oil spill contingency planning and respo nse. Our gratitude to the Government of The Netherlands Antilles for their offer to assist the CEP. The major point of discussion at the meeting was the presentation of the Draft National Action Plan to Conserve Coral Reefs, a proactive guide for implementing President Clinton\rquote s Coral Reef Executive Order (#13089). \lquote The plan calls for the adoption of a science-based precautionary ecosystem approach that will unify the action of all US government agencies in the first coordinated plan to protect, preserve and restore the coral reefs of the United States\rquote . A point of controversy in the Draft Plan is that it calls for 20 percent of the nation\rquote s reefs to be protected by 2020, calling for the establishment of Marine Protected Areas. It was not until 24 hours later that the clean up and the transportation of massive amounts of sand from the Soufriere waterfront began. The entire cross-section of society was adversely affected: the Fisherman\rquote s Co-oper ative, the Soufriere Water Taxi Association, the St. Lucia Dive Association and of course, local residents. In all, 53 houses were damaged or destroyed displacing 223 people with an estimated total of over EC$11.4 million. The SMMA is one of the marine p rotected areas of the region where stakeholders and community participation has been key in its effective operation. \lquote Best practice\rquote , implemented by stakeholders in the area such as the fishermen have been successful. Overall precipitation recorded for December 1999 was 200-300% greater than the normal average monthly level. \par }{\cgrid0 \par }{This elevated precipitation was caused by the very persistent presence of a stationary low-pressure system, which was over the Caribbean Sea for almost 20 days in December. The average low pressure registered between 1988 - 1997 was 2.4 days. \par \par The affected area (northern Venezuela), the Serrania del Litoral, is a very mountainous coastal region, but despite the limited land available along the Caribbean Sea coastline, approximately 400,000 people inhabit the area. Torrential rains and the a ltitude of the mountain range (from 0 to 2,765 meters over a 8,000m}{\super 2}{ area), slip slopes (60% average); narrow valleys, a dense hydrographical network, geological instability with hyper-saturated and unstable soils and tall vegetation cover; are factors whi ch contributed to a massive mudslide, the severity of which increased due to unplanned settlements in the area, which impeded the regular flow of rivers and streams.
