The Regional Consultation for the Caribbean Environment Outlook (CEO), Kingston, Jamaica, 12-14 January 1999


The Regional Consultation for the Caribbean Environment Outlook (CEO) was held at the Jamaica Conference Centre on 12-14 January 1999. The primary objective of the consultation was to review and finalize the text of a document called the "Caribbean Environment Outlook", and to receive feedback from governments and scientists. This document and the review process is an outgrowth of the GEO-2 (the 2nd global environment outlook) publication process that is a major UNEP report to be released later this year. Following the Regional Consultation, amendment of the first draft of the CEO document based on the review process will be carried out.

GEO is a biennial report series and an international participatory assessment process. The report series have the goal of keeping under review the state of the world's environment, report on regional environmental priorities, analyse causal relationships, identify emerging issues and present, where possible, alternative policy options for action. GEO aims at guiding and supporting international environmental policy setting and action planning. To achieve this, the GEO process will assemble the best available regional scientific knowledge and data through a global network of Collaborating Centres.

The meeting was organized by the University of the West Indies Centre for Environment and Development (UWI-CED), and both UNEP-ROLAC and UNEP-CAR/RCU. The meeting was opened by the Honourable Easton Douglas, Minister of Environment and Housing of Jamaica. Attending this high-level meeting were several Ministers, Ambassadors and other senior officials from countries within the insular Caribbean. In addition, experts representing international agencies and research organizations from the Caribbean region were attending.
