Workshop on Maritime Treaties and International Environmental Agreements: Toward national and regional actions
A workshop was organized in Antigua in June 1998 by the Natural Resources Management Unit of the Organization of Eastern Caribbean States (OECS) with the support of the Oceans Institute of Canada. The main objective of the workshop was to sensitize high-level government officials of the OECS countries about the major environmental and international maritime agreements, their obligations, benefits and requirements.
CAR/RCU highlighted the importance of the Cartagena Convention as the only legally binding environmental agreement for the Wider Caribbean, which promotes co-operation for the protection of the coastal and marine environment. It was also pointed out that the Convention not only calls for the Parties to prevent, reduce and control various types of pollution, but encourages them to implement EIAs, conduct scientific, technical and management research and protect sensitive areas and ecosystems.
Special emphasis was placed on the importance of the SPAW Protocol for the region, its congruency with the Convention on Biological Diversity and the benefits and obligations it brings to Governments. In this context, Governments were encouraged to ratify the SPAW Protocol.
Regarding the Oil Spills Protocol, the association with the REMPEITC-Carib Center in Curacao was noted. It provides assistance for preparedness and response in cases of pollution and thus the collaboration towards meeting obligations under the IMP pollution

Mesoamerican Caribbean Reef Ecoregion Coordinator
The World Wildlife Fund (WWF), the world's largest independent conservation organization with a network active in moore than 100 countries, needs a Mesoamerican Caribbean Reef Ecoregion (MACR) Co-ordinator to be based in Belize City, Belize to oversee the development and implementation of the MACR) conservation project in the context of the four countries committed to this ecoregion (Mexico, Belize, Guatemala and Honduras). The Arava Institute for Environmental Studies (AIES), a university programme that promotes environmental regional cooperation in the Middle East, is offering scholarships to university students and professionals for 1998-1999. The courses provide students and professionals with the technical literacy, familiarity with public policy, and comprehension of philosophical concepts necessary to participate effectively in environmental matters.
