This project was developed under the Project Development Facility (PDF) of the Global Environment Facility (GEF). UNEP is the lead GEF Implementing Agency in collaboration with the United Nations Development Programme and UNEP-CAR/RCU is co-executing this project with the Caribbean Environmental Health Institute (CEHI), on behalf of the 13 small island developing states of the Wider Caribbean Region.
The original project proposal (Project Brief) was submitted on 11 March 2002 to the GEF Secretariat for consideration at the GEF Council meeting in May 2002. All 13 countries endorsed the project.
During the development of this project, the Regional Executing Agencies (i.e., UNEP-CAR/RCU and CEHI) convened three regional workshops. The 13 island countries, as National Executing Agencies, have each developed a national report on integrating watershed and coastal area management in their respective countries, including recommendations for improvements and project ideas. These 13 national reports have been synthesized into a regional synthesis from which the regional GEF Project Brief is being developed.

After a detailed review of the Project Brief, the GEF Secretariat requested more detail within this document regarding the proposed Demonstration Activities, which make up much of the 'on-the-ground' project delivery. Therefore, instead of individual project proposals being submitted to the project Steering Committee during implementation of the Full IWCAM project, the GEF Secretariat requested that the project development phase be extended to provide details of the intended Demonstration Activities. these details would include objectives, activities, actual delivery, funding sources, and direct relevance to the overall aims of the IWCAM project.

GEF PDF PHASE TWO
The project has now entered into implementation of this new project development phase (PDF 2).
The 1st PDF 2 Steering Committee Meeting was held in Havana Cuba 5th-7th March 2003 (see report). Presentations were given to the meeting on the following issues and areas:The Steering Committee formally adopted the following documents for guidance in the development of demonstration project proposals:
The Steering Committee also agreed on a tentative new date for the next Steering Committee Meeting, which will be convened in the week around 1st October with Dominican Republic having generously offered to host this meeting.
The project Executing Agencies (UNEP-CAR/RCU and CEHI) are now assisting the countries in formulating their Demonstration Project submissions. These submissions will be reviewed on the basis of IWCAM priority issues, the GEF funding criteria, and the IWCAM guidelines (as defined in the Standard Format for Submissions) and by using the Steering Committees adopted Selection Criteria. A short-list of proposed Demonstration Projects for adoption will be presented to the next Steering Committee meeting to be scheduled for October 2003).
After the second PDF 2 Steering Committee meeting has agreed on the Demonstration projects, these will be incorporated into a revised project Brief for submission to GEF in December 2003.
Demonstration project submissions can be accepted from individual countries, or from groups of countries participating in the IWCAM Full project, and may be submitted by Government or non-Government agencies including NGOs and the private sector. However, all Demonstration Projects will need to have the endorsement of the national Government of the country or countries hosting the activities, and will need to provide evidence of firm and agreed co-funding commitments to balance or exceed the GEF funding.
